Tribute is an Effect which is accessed from the Triggers menu. You can learn more about the Triggers window here. You can learn more about using effects here.

Effect Description:
Tributes resources. That means it takes away a certain amount of a certain resource from one player and adds the same amount to another player's stock.
Effect Parameters:
From Player: Player who tributes To Player: Player who receives the tribute Resource: Resource type that is tributed Amount: Amount of the resource type that is tributed
Notes:
You can tribute Shipments and XP. If you tribute more than a player has, the tribute will not be executed. Fame and Skillpoints don't work (since they're not used in the game any more). To simply add resources to a player's stock (without taking the resources from another player) use the Grant Resources effect.
